Objective
To examine trends in alcohol consumption and alcohol-related crashes among people younger than 21 in the United States and to review evidence on the effects of minimum legal drinking age (MLDA) laws.Methods
Trends in alcohol-related crashes and alcohol consumption among young people were examined, and studies on the effects of lowering and raising the drinking age were reviewed.Results
MLDA laws underwent many changes during the 20th century in the United States. Since July 1988, the MLDA has been 21 in all 50 states and the District of Columbia. Surveys tracking alcohol consumption among high school students and young adults found that drinking declined since the late 1970 s, and most of the decline occurred by the early 1990 s. These were the years when states were establishing, or reinstating, a MLDA-21. Among fatally injured drivers ages 16-20, the percentage with positive BACs declined from 61% in 1982 to 31% in 1995, a bigger decline than for older age groups; declines occurred among the ages directly affected by raising MLDAs (ages 18-20) and among young teenagers not directly affected (ages 16-17). Almost all studies designed specifically to gauge the effects of drinking age changes show MLDAs of 21 reduce drinking, problematic drinking, drinking and driving, and alcohol-related crashes among young people. Yet many underage people still drink, many drink and drive, and alcohol remains an important risk factor in serious crashes of young drivers, especially as they progress through the teenage years. Stepped-up enforcement of MLDA and drinking and driving laws can reduce underage drinking. Recent efforts to lower MLDAs to 18 and issue licenses to drink upon completion of alcohol education have gained local and national media attention. There is no evidence that alcohol education can even partially replace the effect of MLDA-21.Conclusions
The cause and effect relationship between MLDAs of 21 and reductions in highway crashes is clear. Initiatives to lower the drinking age to 18 ignore the demonstrated public health benefits of MLDAs of 21.Impact on Industry

Polybrominated diphenyl ethers (PBDEs) are lipophilic, persistent pollutants found worldwide in environmental and human samples. Exposure pathways for PBDEs remain unclear but may include food, air and dust. The aim of this study was to conduct an integrated assessment of PBDE exposure and human body burden using 10 matched samples of human milk, indoor air and dust collected in 2007–2008 in Brisbane, Australia. In addition, temporal analysis was investigated comparing the results of the current study with PBDE concentrations in human milk collected in 2002–2003 from the same region.PBDEs were detected in all matrices and the median concentrations of BDEs -47 and -209 in human milk, air and dust were: 4.2 and 0.3 ng/g lipid; 25 and 7.8 pg/m3; and 56 and 291 ng/g dust, respectively. Significant correlations were observed between the concentrations of BDE-99 in air and human milk (r = 0.661, p = 0.038) and BDE-153 in dust and BDE-183 in human milk (r = 0.697, p = 0.025). These correlations do not suggest causal relationships — there is no hypothesis that can be offered to explain why BDE-153 in dust and BDE-183 in milk are correlated. The fact that so few correlations were found in the data could be a function of the small sample size, or because additional factors, such as sources of exposure not considered or measured in the study, might be important in explaining exposure to PBDEs. There was a slight decrease in PBDE concentrations from 2002–2003 to 2007–2008 but this may be due to sampling and analytical differences. Overall, average PBDE concentrations from these individual samples were similar to results from pooled human milk collected in Brisbane in 2002–2003 indicating that pooling may be an efficient, cost-effective strategy of assessing PBDE concentrations on a population basis.The results of this study were used to estimate an infant's daily PBDE intake via inhalation, dust ingestion and human milk consumption. Differences in PBDE intake of individual congeners from the different matrices were observed. Specifically, as the level of bromination increased, the contribution of PBDE intake decreased via human milk and increased via dust. As the impacts of the ban of the lower brominated (penta- and octa-BDE) products become evident, an increased use of the higher brominated deca-BDE product may result in dust making a greater contribution to infant exposure than it does currently.To better understand human body burden, further research is required into the sources and exposure pathways of PBDEs and metabolic differences influencing an individual's response to exposure. In addition, temporal trend analysis is necessary with continued monitoring of PBDEs in the human population as well as in the suggested exposure matrices of food, dust and air. 相似文献

Introduction
This article compares observed driving behavior in a city, a town, and a village.Method
Unobtrusive observations were made at intersections in each residential type. Five violation types were observed: (a) not wearing a seat belt (seat belt violation); (b) not using a safety seat for a child (safety seat violation for children); (c) not using a speaker while speaking on the phone (on-phone violation); (d) failing to comply with a ‘give way’ sign (‘give way’ sign violation); and (e) stopping in an undesignated area (undesignated stop violation). It was expected that in accordance with the anonymity hypothesis that the bigger residential areas' rate of traffic violations would be higher. The effects of the residential type, drivers' gender, and age were assessed using the multiple regression model. The stepwise method of evaluation was employed. The model converged on step 3 (Adjusted R square = 0.039). Residential type and gender contributed significantly to the model. Results: Consistent with prior research, male drivers committed more violations than female drivers. Chi-square analyses were used to test the distribution of violations by the settlement types. Overall, more drivers committed violations in the two small residential areas than in the city, with 30% of city drivers, 43% of town drivers, and 51% of village drivers committing at least one violation (χ2 (2) = 37.65, p < 0.001). Moreover, in the town and the village, a combination of one or more violations was committed more often than in the city (χ2 (1) = 34.645, p < 0.001). Accordingly, more drivers committed violations in the two small settlements (48.4%) than in the city (30.6%). Possible explanations for the observed results were provided in the Discussion section.Impact on Industry

Introduction
There are many factors that influence older adults' travel choices. This paper explores the associations between mode of travel choice for a short trip and older adults' personal characteristics.Methods
This study included 406 drivers over the age of 64 who were enrolled in a large integrated health plan in the United States between 1991 and 2001. Bivariate analyses and generalized linear modeling were used to examine associations between choosing to walk or drive and respondents' self-reported general health, physical and functional abilities, and confidence in walking and driving.Results
Having more confidence in their ability to walk versus drive increased an older adult's likelihood of walking to make a short trip by about 20% (PR = 1.22; 95% CI: 1.06-1.40), and walking for exercise increased the likelihood by about 50% (PR = 1.53; 95% CI = 1.22-1.91). Reporting fair or poor health decreased the likelihood of walking, as did cutting down on the amount of driving due to a physical problem.Discussion
Factors affecting a person's decision to walk for exercise may not be the same as those that influence their decision to walk as a mode of travel. It is important to understand the barriers to walking for exercise and walking for travel to develop strategies to help older adults meet both their exercise and mobility needs. Livestock grazing and treading is strongly linked to a decrease in freshwater quality and promotes eutrophication. A two-year field trial was carried out to investigate the influence cattle, sheep and deer have on soil physical quality and the loss of phosphorus (P) and suspended sediment (SS) in surface runoff. Surface runoff plots (4 m long by 1 m wide) were installed within areas designated as stock or ungrazed (control). Surface runoff was collected and analysed for concentrations and loads of P fractions (dissolved reactive P-DRP, dissolved unreactive P-DUP, total dissolved P-TDP, particulate P-PP and total P-TP) and SS. Grazed at equivalent stocking density, soil physical samples (macroporosity, bulk density, and saturated hydraulic conductivity Ksat) were taken after each grazing event (n = 11). Soil physical data indicated differences between cattle, sheep and deer with cattle having greater negative effects. However, these differences had no impact on P and SS losses between stock types in surface runoff. Significant relationships showed that an increase in macroporosity, Ksat, and time (days) since grazing decreased concentrations and loads of P and SS losses. A separate rainfall simulation study also revealed that an increase in simulated cattle treading intensity increased the volume of surface runoff and SS losses. Most surface runoff (> 90%) occurred in winter when soil moisture was at or above field capacity. A seasonal effect was observed and showed that although the greatest P loads occurred in winter, the greatest P concentrations occurred in summer months, under infiltration-excess conditions. These summer losses could pose a risk to receiving waterways because increased light and warmth may induce an algal response compared to winter. While there is limited scope to manage for infiltration-excess surface runoff losses from pasture, with most runoff occurring in winter, these findings reinforce the use of mitigation strategies such as restricted or nil grazing in winter when soil moisture has reached field capacity to minimise P and SS loss to surface water, regardless of stock type. 相似文献

Introduction
Occupational fatalities due to contact with electricity account for approximately 9% of all deaths in the construction industry and is the fourth leading cause of death in this industry.Method
Differences in the proportions of electrocutions in the construction industry are significantly different from other industries based upon the age of the worker and the source of the electricity.Results
This study found that, in the construction industry, the proportion of occupational fatalities due to contact with electric current is significantly higher for workers in the 16 to 19 years old age group. Contact with overhead power lines occurred more frequently with younger workers, while contact with electric wiring, transformers, and related equipment was found to occur more frequently with older workers. The proportion of fatalities due to this event was also found to account for a significantly greater proportion of fatalities in the construction industry overall.Impact on industry
The proportions of electrocution fatalities in the construction industry were found to be significantly higher for younger workers when compared to all other industries. Focusing prevention measures toward younger workers who work near overhead power lines could have a significant impact upon death rates. For older workers, the focus should be on those who work on or near transformers, electrical wiring, and components. Across the construction industry, implementation of effective lockout-tagout programs, and verification of energy isolation, can prevent approximately 125 fatalities per year in the construction industry. 相似文献27.
The literature on fisheries co-management is almost silent on the issue of the movement of fisherfolk within fisheries, although such movement must have implications for the effectiveness of co-management. The introduction of co-management often involves the formation of new structures that should enable the participation of key stakeholder groups in decision-making and management, but such participation is challenging for migrating fishers. The article reports on a study on Lake Victoria, East Africa, which investigated the extent of movement around the lake and the implications of movement for how fishers participate and are represented in co-management, and the implications of the extent and nature of movement for co-management structures and processes. The analysis draws on the concept of space from the literature on participation in development and on a framework of representation in fisheries co-management in addressing these questions. The created space is on an 'invited' rather than open basis, reflecting the top-down nature of implementation and the desire to secure participation of different occupational groups, as well as women in a male-dominated sector. The more powerful boat owners dominate positions of power within the co-management system, particularly as the levels of co-management, from sub-district to national, are traversed. The limited power and resources of boat crew are exacerbated by the degree and nature of movement around the lake, making effective participation in co-management decision-making a challenge. 相似文献

Problem
The aims of the study were to evaluate information on motor-vehicle crashes with injuries provided in newspaper reports and to assess the frequency of thematic and episodic reporting of motor-vehicle crashes.Method
The study used Fatal Analysis Reporting System (FARS) derived variables to code a nationally representative sample of U.S. newspaper reports of motor-vehicle crashes from 1999-2002. A total of 473 newspaper reports of motor-vehicle crashes with injuries were included. Information on the crash event, people involved, and vehicles was extracted. The reports were coded for episodic and thematic news framing.Results
A majority of newspaper reports used episodic framing. The majority of reports included information on the type of crash, but characteristics about people and vehicles were rarely reported.Discussion

Rapid growth in urbanization and industrialization in developing countries may significantly contribute in heavy metal contamination of vegetables through atmospheric depositions. In the present study, an assessment was made to investigate the spatial and seasonal variations in deposition rates of heavy metals and its contribution to contamination of palak (Beta vulgaris). Samples of bulk atmospheric deposits and Beta vulgaris for analysis of Cu, Zn, Cd and Pb were collected from different sampling locations differing in traffic density and land use patterns. The results showed that the sampling locations situated in industrial or commercial areas with heavy traffic load showed significantly elevated levels of Cu, Zn and Cd deposition rate as compared to those situated in residential areas with low traffic load. The deposition rates of Cu, Zn and Cd were significantly higher in summer and winter as compared to rainy season, however, Pb deposition rate was significantly higher in rainy and summer seasons as compared to winter season. Atmospheric depositions have significantly elevated the levels of heavy metals in B. vulgaris collected during evening as compared to those collected in morning hours. The study further showed that local population has maximum exposure to Cd contamination through consumption of B. vulgaris. The present study clearly points out the urban and industrial activities of a city have potential to elevate the levels of heavy metals in the atmospheric deposits, which may consequently contaminate the food chain and thus posing health risk to the local population. 相似文献
